The Mechanism Of Exclusion From The National Pension System Among The Self-Employed

Abstract
In South Korea, among the self-employed, institutional exclusion from the National Pension System might be one of the important mechanism of old-age poverty. This study, using survival analysis with multiple propensity score method, aimed to compare the time until payment of pension premium after one`s entry into self-employment status by the types of previous job. For the purpose, longitudinal data of 528 study subjects from Korea Welfare Panel Study (from 2005 to 2012) was analyzed. The study subjects were transitioned to self-employment from regular work (31.8%), from non-regular work (29.4%), and from no work (38.8%). During the follow-up period, 285 (54.0%) paid old-age pension premium. Results showed that self-employed who were transitioned from non-regular work or joblessness delayed the time to pay pension premium by 3.5 and 8.2 times respectively rather than from regular work after adjusting for multiple covariates and propensity scores (TR 3.51, 95% CI 0.54-22.95; TR 8.17, 95% CI 1.17-57.29). Ancillary parameter of Weibull regression model was found as 0.78 (95% CI 0.71-0.86), meaning that the probability of payment of pension premium of the self-employed decreased rapidly with time. The study results demonstrated that the self-employed who experienced unstable position in the labor market is more likely to delay paying pension premium and ultimately be excluded from the National Pension System. This effect of the previous job instability must be considered to establish new pension scheme for the self-employed.
